Effective date: September 14, 2026
Version: GCL-PT-2026-v1.0
1. Acceptance of These Terms
By checking the box acknowledging these Purchase Terms and proceeding to purchase a GovConLens Intelligence Report, you acknowledge that you have read, understood, and agreed to these Purchase Terms.
Your acceptance is recorded electronically by GovConLens and associated with your purchase transaction. The version of these Purchase Terms that you accepted, together with the date and time of acceptance, will be retained as part of the purchase record.
These Purchase Terms apply specifically to the one-time purchase and digital delivery of the GovConLens Intelligence Report identified at checkout. They do not replace or modify any separate terms that may apply to GovConLens software or subscription services.
2. Product
The GovConLens Intelligence Report is a research-based digital information product prepared for federal government contracting professionals and businesses seeking acquisition and market intelligence.
The report identified at checkout is:
SBA Size Standards 2026 Intelligence Report
The report is provided in digital PDF format.
The report is based on publicly available government information and other research sources identified or evaluated by GovConLens. Information may change after the report is prepared.
3. Price and Payment
The purchase price for this report is $197 USD as displayed at checkout.
This is a one-time purchase. It is not a subscription and does not create recurring billing.
Payment is processed through Stripe, an independent payment service provider. GovConLens does not request, collect, or store your full credit-card number, security code, or other complete payment-card credentials.
Your payment transaction may be subject to Stripe's applicable terms and privacy practices.
4. Purchase Confirmation
Your purchase is considered completed when GovConLens receives confirmation from Stripe that the applicable checkout transaction has been successfully completed.
GovConLens does not consider an abandoned, canceled, declined, or otherwise unsuccessful checkout to be a completed purchase.
After successful payment, GovConLens will create a digital fulfillment entitlement associated with the purchaser's transaction.
5. Digital Delivery
The report is delivered electronically to the email address provided during checkout.
Following successful payment and processing, GovConLens will send an email containing a secure, tokenized download link for the purchased report.
The download link is unique to the applicable purchase and is not a public report URL.
The report is not delivered as a permanent public download link.
6. Download Access Period
The secure download link is available for 72 hours beginning when GovConLens successfully sends the fulfillment email containing the link.
The link may be used for up to three (3) successful report accesses/downloads, whichever occurs first.
Accordingly, access ends at the earlier of:
- 72 hours after the fulfillment email is successfully sent; or
- three (3) successful accesses/downloads.
We recommend downloading and saving the report to your private device as soon as possible after receiving the fulfillment email to avoid potential problems accessing the report before the 72-hour access period expires.
You are responsible for downloading and saving the report during the applicable access period.
Once downloaded, the report may be saved for your permitted use under these Purchase Terms.
7. Technical Problems and Support
If you experience a technical problem accessing or downloading a report you purchased, contact:
GovConLens may verify the applicable purchase and, when appropriate, issue a replacement secure download entitlement.
A replacement entitlement is a fulfillment remedy for an existing purchase. It does not constitute a second purchase and does not require a second payment.
GovConLens may require reasonable information necessary to verify the original transaction before issuing replacement access.
8. Permitted Use
The purchased report is licensed to the purchaser for internal business and professional use.
You may:
- download and save the report for your permitted internal use;
- review, analyze, and reference the information in the report;
- use information from the report in your own internal business analysis and decision-making; and
- make reasonable internal copies for personnel who are authorized to use the report on behalf of the purchasing organization.
9. Restrictions
Unless GovConLens gives you prior written permission, you may not:
- resell the report;
- sublicense, assign, or commercially redistribute the report;
- publish the complete report or make it publicly available;
- upload the complete report to a public website, repository, shared public drive, or similar service;
- distribute the complete report to persons or organizations that did not purchase it;
- use the report as a competing commercial information product;
- remove proprietary notices or attribution contained in the report; or
- systematically reproduce or extract substantial portions of the report for redistribution.
These restrictions do not prohibit ordinary quotation, citation, commentary, analysis, or use of factual information from the report.
10. Document Identification and Forensic Fingerprinting
Each report delivered by GovConLens may contain a unique document identifier or forensic fingerprint associated with the applicable purchase, fulfillment entitlement, and download event.
The purpose of this identifier is attribution, traceability, intellectual-property protection, security, and investigation of unauthorized distribution. It does not prevent copying, and it does not provide surveillance of your device or subsequent use of the report.
The identifier does not contain your email address, payment-card information, or other unnecessary personal information. It is an opaque code maintained by GovConLens in a private record associated with your purchase. Your identity as the purchaser remains available through the protected purchase record.
By accepting these Purchase Terms and downloading a report, you acknowledge that the delivered document may contain such an identifier.
